[Win] Enable browser page navigation with Cmd+Braces/Brackets

Browse Source 
This just enables the Cmd+Braces (brackets?) page navigation for Windows web browsers. And adds some comments on the tab navigation lines. 

Only the page navigation lines are actually new.
