* Add setting OIDC_VERIFY_SSL

Passtrough the setting OIDC_VERIFY_SSL in order to allow self-signed certificates/custom certificate authority for the OIDC provider

* Update Options.md to include the new setting OIDC_VERIFY_SSL

* add default setting test
